Windows Installer Error ! Help

Just got this error does anyone know how to fix it, It's stopping me from installing a program. This is the error...
"The Windows Installer could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance"

Are you trying to install things on a limited account? Some programs have to be installed as an Administrator

No I am the Admin only have one account on this computer.

Think it would help if I reinstalled XP?

try putting your XP CD into your machine
go to "RUN" and type
scannow /f
then hit enter this will scan your pc and restore/replace any damaged files, maybe the installer is damaged and needs repairing
