windows 2000 server question

I am trying to export users from a box running windows 2000 and import to a windows 2003 box. Is there a way to do this? i have been looking around online and its just sending me to a lot or junk websites. I was thinking someone here might know the best way. I have password complexity turned off so it should be able to use the old passwords.

The answer to this question depends on what you mean by "users." If by users, you mean domain-based users (Active Directory), you can use the guide at http://www.microsoft.com/windows2000/techinfo/planning/activedirectory/bulksteps.asp to importing and exporting to active directory.

If you are talking about standard local users, I'm not too sure if this is possible. You can try finding a program to extract users from SAM files and importing them back, but I'm not too sure about it.
