Win 98 Huge Problem

my mothers pc - which i bought on eBay an installed windows 98 on myself, is now, months after buying it, giving up. its only 200mhz with about 65mb ram, but it does the trick for her at the moment.

turning it on yesterday, i am to find it gets stuck on the windows loading screen. it starts, loads away, beeps, then goes to the loading screen, where the computer begins to make whirry spiney noises (sound like they are coming from the cd drive, but theyre not)

the bar along the bottom keeps moving, but nothing happens. we left it for an hour or more, and still, nothing. safe mode made no difference, and running it step-by-step had it loading until it reached 'msmouse.vxd' then begining to make the weird noises again.

any ideas?

i cant get into the GUI anyway.

is there anywhere i can get a program to make a boot disk for win 98? im running xp here, and i cant reach windows on the other pc.
