why is software so expensive ?

I just bought some Graphics tools - adobe photoshop and Xara 3D

the prices seem way to high ....

how can they justify those prices ?

Yeah, I couldn't agree with you more. One thing to keep in mind tho' is that if you hapenned to have an Apple, you'd be paying a whole pile more for the same software.
