why can't I install 16 bit programs?

Hello new here and have been having problems installing 16 bit software. Any ideas how to fix the problem?

I had a solution to this problem - but it might not suit you....

I took my old PII and ran windoze 98 on it for my 16 bit programs.... it works... can you do that?
