Yes, it is surely possible to get from NTFS to FAT32 without losing data by using Partition Magic 7.
Before you try the conversion, make sure you have got rid of any encryption/compression on the partition. If you don't, Partition Magic will display a message telling you that you haven't, and will terminate without converting the file system.
I installed XP Pro on a FAT32 partition and later converted to 4K clusters NTFS, and I'm happy with what I did
As far as speed goes, I haven't noticed any noticeable speed increase or decrease since I converted to NTFS.
One last thing ... if you want to access NTFS partitions from:
1) Win98 PCs on the network - it just works!
2) Win98 installed on the same computer - You will need "NTFS for Windows 98", a software created by Sysinternals here at http://www.sysinternals.com/ntw2k/freeware/ntfswin98.shtml
3) DOS - You will need "NTFS DOS Professional", which you can find here http://www.sysinternals.com/ntw2k/freeware/ntfsdospro.shtml
