it's the amount of times the screen is redrawn per second, the higher the better.

by default, xp sets your monitor's refresh rate at 60Hz. if u play games, it can hinder your fps.

what video card do u own? find a refresh rate fix for your video card using a search engine. then d/l and install it. that'll allow you to set your monitor's refresh rate higher. 😎
