What is this?

When I'm initializing winsock with my proxy program, I get this message, "Windows Socket Error 0". Does anyone know what is this and how to fix it?
 
im looking....is that all it says?

Only one usage of each socket address (protocol/IP address/port) is normally permitted. This error occurs if a program attempts to bind a socket to an IP address/port that has already been used for an existing socket, or a socket that wasn't closed properly, or one that is still in the process of closing. Make any sense?

ahh yes but u are smart in you know how to use your tools. i was looking all over the Microsoft knowledge base.

but wait....how do i fix it? Can I fix it in like the registry or something?
