What is a command shell

Beta testing has begun for the Longhorn Command Shell. I have been reading a little @ microsoft website what is a command shell. I don't really understand what it means. It basically says that it is the connecting point between me and my XP (OS). So does my XP have this command shell, how can I access it?

Click Start - click Run - type: cmd - click OK

That is your command shell.
