what are these folders in the windows directory

there are like 12 of them. what are they and can i delete them?

I'm pretty sure those are the updates you installed from windows update, and you don't want to get rid of them

I not 100% sure though

These are the MS updates you have installed on your computer - leave them alone. they are present incase you have to uninstall any of the updates you have made.
