Webpage question: Can I limit when someone can download a file on my website?

Hello,
I am in the process of transferring my former website to a new provider who can provide a good amount of bandwidth. I run an independent film site which requires at least 30gb/month due to downloads. Does anyone know of a program/code which limits downloads of certain files based on time of day? I use both FrontPage and Dreamweaver to design/maintain my site. Any suggestions are appreciated. Thanks!
 
I would have thought limiting could be done somehow with PHP.. ie log how many times certain files have been downloaded and log their sizes, then once a limit is reached prevent further download.

Probably the easiest way would be with the server configurations tho, you'll need to ask the server admin about that.
