Weather thingy for use in a script

After seeing the Weather Report thread, I came to the idea of making a php script that can read weather data and put it on a webpage (which will then be used on the active desktop). I can remember I have seen a service that when the link was opened (with the appropiate city code), you would get something like this:

NE
etc etc
Where the first line is degrees in C, 2nd = wind-speed and 3rd is wind direction etc etc. Where can I find this service? I have looked in Google using various search terms, but I can't find it. Help me!
