Is there a way to set a password to lock out ppl out of certain folders? if so plz do tell thanks?
 
No not in any released version of Windows :( but there may be plans for a new type of OS/system (from microsoft of course) called Pallidium or something like that has this ability (and a whole lot more). cant tell ya much more about it though (i'm sure other people can).

I THINK you can password shared files (so people on the network cant get to them) but i dont think thats what you were asking.
 
It is true you can't password protect folders using just windows, however, there are third party software that does the job very nicely.

a couple choices (I'm sure there are more).

Magic Folders

Not password protect but if your drives are NTFS you can set permissions so that other users cannot have access or only have read access or any of the other permission sets.
