Vista User controls

Im going to slap together a PC for my brother who is in need of a new rig! I have two extra copies of Vista i got from the launch (remember the win a copy of vista/office 07 yada yada yada by watching some videos....and the gateway free vista upgrade) anyways my dad wants to have some control over what my brother can and cant do, we are looking for a list, site, or guide into the user controls and accounts for vista before we make this happen!

UAC is on or off in Vista, there is no tweaking really.

Depending on the age though, you can use Parental Controls

Other than that, if there is someone around for when stuff is needed, probably just don't make him an administrator
