VISTA : Only Explorer Window opens : System Restore Application Location Needed

Hi. My vista just went dead. even at Safe Mode, when it opens it will just be one window, explorer, and the folder is "goodle gadget". It is Desktop Dell XPS 420 with Dell OEM softwares.
I had tried all I know and I am trying to locate the "System Restore" application in the folders so that I can open the file/application and run it.
the keyboard option to show the task bar is gone.
I would appreciate your help.

How about dropping the vista dvd into the drive, boot from it, then select automatic repair.

Sounds like it's too far along to save.
