Does anyone have any guides on how this is done? I'd like to start making my own wallpapers using this, but I don't know how!

I think Freehand by Macromedia is the main things for doing vector graphics. Also if you want to make a vector graphics like image then use the Cutout filter in Photoshop, it doesnt turn out half bad

adobe illustrator is good too
 
Photoshop is made for pixel graphics so that's a bad choise. I'd suggest Illustrator as well.
 
Photoshop is a rasterizing program, dealing with pixels. There is a pen tool in there, but still your image will just be a wannabe vector.

Illustrator is pretty much the industry standard, although many people have been using freehand lately. I would stick with illustrator thoug.
