usb problem

The USB setup on one of our computors is driving me nuts.
When the computor is started up and the boot sequence and login are completed none of the usb devices are recognized.
I go to system, devicemanager and the little yellow "!" is hilighted on the "Via Rev 5 or later USB UNiversal Host Controller" under Universal Serial Bus Controllers. I can then disable the driver and then enable it and everything is fine. The driver loads and all other usb drivers load after that perfectly.
The usb ports are on the motherboard - Gigabyte 7VTXE+
- irq 21 not shared
- windows xp pro sp1
- disabled com2 and lpt1 as not needed
- disabled windows power off usb ports
- enabled usb 1 only on bios - Have tried all other settings
This wasn't much of a problem until we got a new printer that is USB only (Canon i950) . I can easily keep doing the above procedure but my wife finds things like this impossible.

I am hoping someone might have them same problem but searching the forums has not revealed something similar.
any ideas????

I can only suggest three issues.
Quirky problems associated with SP1,inc printers.

Have you loaded the default XP driver for the printer, or the manufacturers (use the latter) ?

Do you have an active (mains) or non active hub.
If you have used a 4 way etc ,non active hub, you can have band width issues, with resources hogging usb hardware.

I use printer /scanner/hard drive etc on USB, and use separate usb inputs.

Having same problem more or less, particularly when playing the BattleField 1942 Mod - Desert Combat .25 1.3.
Game crashes, usually back to desktop, even with graphics (textures and all set to lowest settings)
Using Cat 3.1.

Check to see if usb is enabled in your bios.

USB is enabled on the bios
1 quirk
when I fire up the computor the USB lights on my hub turn green signifying aok - but nothing works and the infamous yellow ! shows up in the hardware display. Then when I disable the driver the LEDs go dark. Enable the driver - lights green - and i am good to go.
Does this suggest a bad boot sequence. I have reinstalled the drivers.
BTW canon i-950 printer AWESOME PHOTOS

Not sure what USB setup you have but you might double check that the drivers are for USB2.0 (had this problem before) also if you are using a multi-port USB PCI card that you connect to your USB hub, make sure that it is pluged into the correct USB slot dedicated for Hub support.
 
Thanks for the ideas but I forgot to mention that the USB is 1.0 and as I said in my previous post the USB is on the mobo.
I am sure it is something simple.

Sorry missed the that part, I would try uninstalling the drivers, remove the device from the devices menu, and reboot, let windows find the USB again and reinstall the drivers.

I have tried that too.
I want to repeat the weird sympton.

boot up all status, lights on the hub green
nothing works
yellow exclamark on in device manager
disable usb controller
lights go out
enable, all drivers load normal, green leds go on
if the usb ports are not enable shouldn't the hub leds go daRK

note: this problem happens with or with out a hub

Question is this mobo related , perhaps I should try pci card if I can borrow one

latest update
after bootup aida32 ( great little program thanks ntfs forums)
reports irq 3 being used
disable enable windows sysinfo says irq 21 aida says irq 15
