USB help

I just reformated my computer and I don't think my usb ports are getting any power. I am trying to use my intellimouse explorer in a usb port and my computer will not recognize new hardware and the optical light in the mouse doesn't light up. I tried the mouse in my laptop so it works.

Any ideas or help would be appreciated:)
 
Check in your Bios to make sure they are turned on.
if they are already on try this, turn them off in the bios and boot into windows, restart the computer go into the bios and turn the usb ports back on. This might force windows to recognize the usb ports
 
I tried the above with no luck. I am running xp home, which catagory in the device manager should the usb ports be under? I can't find them anywhere.
 
After all the usb ports were turned off in the bios, so I just turned them on and it worked.
