1. What is the difference between UltraVNC and RealVNC?
http://www.realvnc.com
http://ultravnc.sourceforge.net/

2. I am looking for one that has a Java Server built in. I want to access my computer from a computer that won't let me install something. Someone suggested to me I try a java based version of vnc, but I am not sure how to set it up.

I personally prefer UltraVNC. If you look under the list of features, you'll find that UltraVNC has a lot more than the default RealVNC client. All VNC clients are compatible with each other as well.
Both of them will allow you to access the remote machine using your web browser (in the form of a Java applet) if you enable HTTP in the options (port 5800 as MdSalih mentioned)
