Traffic speed down :(((

I have XP for work and 98 for compartible reasons. When I start 98 my Internet connection speed is much faster than in XP. Why?
I heard in XP about 20% of internet traffic is use for nothing useful. Is it true?

that whole 20% thing was a rumor that went around, someone misinterpreted what a setting said. goto www.dslreports.com and run the tweak test, you might just need to adjust your rwin and such.
