You basically have to open up each of the Thunderbird mbox files in the app (one for each folder - Inbox, Sent Items, etc) and it will export them to multiple .eml files (one for each email message). The mbox files are located in your profile folder, by default.
Once you have the .eml files, open up Outlook Express, select all the .eml files in Explorer, and drag-and-drop them into the Inbox folder in OE.
Finally, you can use Outlook's import wizard to import mail from Outlook Express.
