When running a stealth port test, all ports come back as blocked, except for http 8080. How do I make it stealth?

I havent used it before , but i use a program called Active Ports to Close any ports - its on the front page here in hot downloads

Also there must be a program on your PC using 8080 to keep it opne , use active ports to see what it is
