Speed Limit for Windows shares

Does anybody knows how to limit download speed from my local hard drives (accessible via shares)?
I get tired when someone from LAN mates starts to copy video at full speed,
especially while I'm playing or watching video.
I can use "net stop server" to turn off shares :nervous:, but this is a too strict method.
FTP servers are not convient for me.

not sure if this prog helps as it is based on ports.
check download.com for 'net limiter'.

it allows you to limit transfer rate on chosen port numbers which is more of a benefit when it comes to internet file transfers/video playback and gaming.
