Shortcuts to Device Manager, System Restore, etc.. Can you make them stay in front?

Okay I made some shortcuts from Dealer's advice, like the Device Manager and System Restore shortcuts. Well I sort icons alphabetically on the desktop, but I wanted to know if I could make these shortcuts stay in front of "normal" shortcuts.

Just like the My Computer, Recycle Bin, etc (system shortcuts) stay in front.. Can you do that and still sort them alphabetically?

You can put a tilde (~) in front of their names... this will keep them in front. Other then that I'm not sure how to lock them down.

Hmm for right now I'm using an exclamation in front of them like '!Device Manager" and "!System Restore" but I wish there was another way.
