it's the system file checker. it replaces files that "accidently" might get deleted. you can disable it, the steps are here.
Disclaimer: I have not used this tutorial, nor do I know how it works. You may be able to turn the SFC back on by reversing the steps. Again, I have cannot offer advice on disabling the SFC
