how do i set up to take over a friends desktop to see what his problem is
 
You could use a VNC program. www.realvnc.com is a good one. Tight VNC is another good one. They basically do the same thing. I do not know the page to tightVNC.
 
Sure. Remote Assistant. But you will need to make sure that the service is turned on on thier PC. I am not sitting in front of my XP box now so I can not walk you through it exactly. Try this...

Right click on My Network (or whatever it is called in XP)
Properties.
Right click on your network connection
Properties.
One of those tabs allows you to turn it on I think
