Radeon 7500 64MB cannot uninstall drivers!

I need to uninstall all Radeon 7500 64MB (102G012400) software and drivers from my Win XP Pro system. I have tried using the add/remove wizard, have used search to remove all ATI entries, and used msconfig to disable all ATI entries. Nothing seems to work. As soon as I reboot, ALL the files, and the screen control panel, are back where they were originally. I sent an email to ATI support, but they they don't seem to be interested in helping me.
