quick launch bar

is ther a prog or can windows do this:
i want to have somthing like a quick launch bar on the side of my screen and i want ot have the start bar on the bottom, can windows do it or is there a program????

well, you can drag the whole task bar to the left, right, or top...right click on it, unlock, and go from htere

but i want the start button on the bottom because i have the creative task bar on the top and when the start button is on the side it over laps that and it gets annoying

You can as well drag only your quicklaunchbar or a newly created toolbar to the side. To create a new toolbar rightclick the taskbar - toolbars - new toolbar and choose the folder this bar shall display.
