Question about saving extensions, and Thumbnail view

Hey all, I have two questions for you.

First thing is just an annoying thing. Say you open up MS Paint, paste a picture, and want to save it.

File -> Save As, you select the drop down box where you select the type of file you want to save as. You click JPEG. You just type the file name and click save...

You have just saved a file such as "picture.JPG". If you select the JPG drop down, and type picture.jpg, it will save with a lowercase extension. Is there a way, so that you can make it so that you can type just the file name after selecting the file type, and it will save as a lowercase instead of uppercase?

My second question, is there a way to make every folder within one folder viewable as a certain way? I want to make it so that EVERYTHING, every file and subfolder in the My Pictures folder can be viewed as a thumbnail, instead of me selecting it. Just a time saver.

Open windows explorer, set a folder to view as thumbnails, then go to TOOLS - FOLDER OPTIONS - VIEW and click on APPLY TO ALL FOLDERS.

Have no answer for the first question, although I am experiencing it also.
 
Well I know about the apply to all folders button, but that's not what I'm trying to do. You know how if you select a folder or a few folders, go into the properties, and set to hidden, it will double check with you if you want to make all subfolders and files with the same property?

That's sort of what I want. I want the My Pictures folder, and everything just in THAT folder including sub folders to be thumbnail. However, when I'm cruising around, say, the C Drive, I want to view in details mode. I'm asking if there's a way where I can automatically set it so that in the My pictures folder, it will always be Thumbnail.
