Problems with XP: Windows Installer and Slow Internet Disconnection

Hey guys, I am currently having two problems with Windows XP. One of them is very severe, the other is not AS important, but important none the less.

The first problem is with the Windows Installer. I cannot uninstall anything from the Windows Installer (Add / Remove Programs). I get the following error: "The Windows Installer could not be accessed. This can occur if you are running Windows in safe mode, or if the Windows Installer is not correctly installed. Contact your support personnel for assistance." Does anybody have any idea how I can fix this? It used to work, and now it doesnt. I have not made any changes, and I am not in safe mode.

The second problem is a slow internet disconnection. I click Disconnect, and it will take up to 2 minutes to finally disconnect, if not longer. This doesnt happen all the time, but a good amount of the time it does. Any other ideas?
