problem with scrolling down with arrows

I have a hp notebook with xp pro. when I scroll down with the left mouse button and press the down arrow at the bottom right corner of the screen, it scrolls 3 lines at a time. How can I change this to 1 at a time. It really sucks the say it is.

start, control panel, mouse

then go to wheel and then u can set the amount of lines it scrolls...

stile??? don't think so.

I don't have the wheel option there

TweakUI for xp has a tweak for doing that. Not sure of the link though.
