Primary IDE controller error

I am trying to fix a client's computer with no luck yet. I added another hard drive, changed the BIOS and let 98se load. Instead of being able to access the HDD i got a error message. i went to the device properties and got this(attachment)

i tried to look for a new driver on the system, on windows update and on the windows 98 cd.

try uninstalling from safe mode, then see what happens when its redetected.
