Prevent users from disabling network connections?

I have a problem with certains users on a Windows XP Professional Sp1 machine, they like to disable the ethernet connection in Windows so that I can not connect to the PC. Is there a way I can prevent this? What type of group do they need to be in (Administrators, Users, etc.) to preform the function? These users still need to be able to install applications, but I want to disable their ability to disable the ethernet connection, however still allow them to dial-up on the modem.

Or something like that I think. Me can't tell as am on a win 98 machine at the mo.:(
