Does anyone use this tweak? If anyone does, is it good and does it work with no problems or is it risky to install?

It just decreases the boot time.

I set my Prefetcher to 3 several weeks ago and I can't tell any difference one way or the other.

The prefetch value of 3 caches both boot programs as well as applications and should speed the loading of both. It may be more noticeable on some systems than others.
