power management

In power management, I have my hard drives turn off set to never. I was wondering After what period of inactivity do you guys have your hard drives turning off? Is it bad to put never?

If I have them turn off after say an hour, and then I come back to my computer, how long is the wait for them to turn back on?

Is it better for the harddrives to turn off/on a few times a day, or better to just leave them on all the time? in terms of the healthiness of them, degredation of performance, etc.
