How do I disable popup description entirely in XP Pro? Like when I pass the cursor over a button a little popup tells me tha name of the button my cursor is over.

It's already set to zero.
To see what I mean, place your cursor over a button on the Taskbar. Those are the type of popups I'd like to disable entirely.

ARGH! It's not balloon tips I want to disable! I've already disabled them long time ago. I want to disable all the other popup garbage in the windows/internet explorer gui.
