CANT INSTALL NORTON ANTIVIRUS saying system admin polices how do i fix this i uninstalled pc anywere and it totally messed up everything

Make sure you are logged in as administrator, that should work!

i only have one logon which is me and admin rights

There's some stuff you have to be logged in as actual "Administrator." Log out under your current user name, at the welcome screen hit ctrl+alt+del twice to bring up the classic logon, type in the name "administrator" and your administrator password. that should allow you to install it. you can then log out and back in under your user name.
