I see which arrows your talking about now. Have you tried locking the task bar?

lol, yes. i have been looking for a tweak to this for a while. that's why i'm guessing it might have something to do with the registry

the easiest thing to do would be to enable grouping or make the taskbar bigger.

Try making

your taskbar double high (unlock taskbar-> click on the top egdg and raise it up a little-> lock the taskbar) also would suggest using autohide so you do not have to look at it.
I think that you get the double arrows because, as stated previously, there are too many open (running) processes to show on such a small (1 line hight) taskbar.
