Ping is very unstable.

Im gonna try to make this as clear as possible.
I have DSL for about a year now, im using Windows Xp Home and i just formated my hard drive.
The problem started last week, after i formated hard drive. My ping spikes all the way to 200 and sometimes 300 when playing multiplayer games. Before this problem started, i used to ping around the low 30's and 40's.
I've done a tracert to the server where i currently play and there's no packet loss or any kind of problem there. I've also pinged it and my results are very unstable. I've tried tweaking the connection as well and my download and upload speeds are great. Im getting around 90% of what my isp advertises.
Forgot to mention, i've called my ISP also and they say they don't see any problems on their side.

What in the world could be causing these pings spike?
 
Do you see any major difference when surfing in general? Or, are you only experiencing these high pings during multiplayer games?

One more thing I want to ask is, during what period of the day do you usually experience these high pings?

If you are using ADSL, check your ISP's contention ratio, (i.e. how many customers are sharing 1 ADSL access line.)
You usually experience a slower internet when many people are using the internet at the same time.

The other problem may lie in the games server you are playing on, maybe they have a lot of users playing on other games.
Another reason might be due to the distance between your pc and the games server.
 
I experience at any time of the day.
There are no other users sharing my internet connection.
I've done a tracert and there isn't any problems there. My friends that play on that same server don't have any problems.
