Photo Shop elements ?

I added a chimney to a photo, how come I can't open it with the windows photo and fax viewer? it only opens with P. Shop.😡

what format did u save it as?

I think thats the problem. I don't remember saving it as a specific bmp jpg or whatever. I have to try to save it as something else.
