Password Protecting folders

How can I password protect a folder so another user can't access it?
 
Have to set the permissions, if say only admins can access it, then whoever tries to access it will have to type in the username and password of the admin

you have to be using the NTFS file system in order to do this
 
Or if it was a win '98 system it is very easy to pass protect ;)

I've got a small freeware program for that task, if you would like it, PM me, it's a tad too bit to attach.
