Password for installing programs

Hi, I am looking for a freeware program that will require that a password be entered anytime someone tries to install a program on the computer. Creating another account isn't an option right now. There is a bunch of spyware and adware getting installed and causing a computer to bog down. I would really like to have some more control of what gets installed and what doesn't

well why isn't it an option it's the best option XP could give you, if a limited user wants to run it he has to right click>run as> and enter your user and password, so it's safe
 
Yeah like fishboy said ... That is the best option .. You could do that by setting up a admin account, and using the limited account exclusively ...
