Some MB manufacturers have Windows FSB overclocking utilities, gigabyte is one of them.
Nvidia has a generic FSB overclocking utility for boards using the NF chipsets.
No windows utility will allow multiplier overclocking which is the only thing locked in CPUs. From your previous post it sounded like your bios just does not support overclocking of any kind. In that case I'm not sure if the utilities will work. The bios sits between the MB clock hardware and Windows.
Give it up. Overclocking is something you do on custom built systems using overclocking friendly MB's and custom cooling systems. Trying to overclock brand name PC's is usually blocked by the manufacturers.
