Is there any way in either of these programs to only download email headers instead of the full email?

(If not, then shame on MS!)

Downloading the headers is an email protocol, not an email program. Headers are only available on IMAP and Exchange accounts. If your email is operated via IMAP, simply create a new IMAP account in Outlook/Outlook Express. It will download only the headers until you are ready to view the whole document. If the account is Exchange, simply reconfigure Outlook to accept exchange. If you account is standard POP3, then you are out of luck.

Bummer. I found an old(free) version of MailWasher I had saved, this supposedly does what I am looking for. Too bad OE/Outlook doesn't do the same sort of thing. :(

Outlook 2003 does have this option. Check to see if this is applicable in Outlook 2000...I'm not sure.

Tools>Options>"Mail Setup" tab
> "Send/Receive" button
> "Edit" button

See the attached screenshot. Applies to both Hotmail and POP3 accounts.

You'd think with worms/trojans/virii plaguing the internet such as they are, it'd be standard in OE!

I think Outlook XP has something similar. Doesn't help you though.

you can view headers in OE, but it is inconvienent to use/get to. I use mailwasher to filter my spam first then OE to view and reply to emails. This configuration works for me as I didnt want to make oe text only...
