Odd Cause for a BSOD

Here's the problem. I download a file in mirc and everything is fine. When I download from a certain person, I blue screen. Error is DriverL_IRQ_EQUAL_OR_LESS 0x000000D1

What is causing this?

Also what is the registry tweak that allows you to see what file is causing a blue screen?

Already been to Microsoft. Also, you looked up Stop 0x0000000A irql_not_less_or_equal. That's the wrong error code. The one I'm getting is 0x000000D1.
