Nothing is working except IE?

Hey!
I am so much worried cuz nothing of my computer is working except Internet Explorer....whenever I try to download something through download manager of try to connect any of MEssengers or want to be on mIRC....I cant do anything....but I can just browse all sites with internet explorer and can download things without download managers...can someone tell me whats the problem?
I am on a LAN and using XP Pro!
This is my result when I try to ping some site from command prompt

Try uninstalling and reinstalling your Network Card drivers. If that doesnt work, try moving the card to another PCI slot.
