not lighting 100%

just installed a 12" cathod rod but have a slight problem of it not lighting up 100% but only at about 80%.running a 400watt power supply with whats listed and plus 4 fans at reduced power.so far this is the only problem of a self built base unit and would like to solve it before a major upgrade in the autumn.look forward to your answers etc :)
 
Personally I would suggest a higher rated PSU. If you're going to start putting all kinds of lights and fans onto a rig it is best to always have your power covered by a quality PSU. Those would be the likes of Antec, ThermalTake, and Ultra to name a few their are quite a few PSU's out there but these are the ones I usually stick by spceially Antec's. Hope that helps
