Not able to delete a media file...please help

I had downloaded an Avi media file and it was incomplete before I updated from Windows 98 to XP. Now when I try to delete that file I get a message that it is being used by another program and that I need to shut down the program in order to delete it.

There is no program that is using it. The Avi file can not even play because it is an incomplete file. How do I know what program is using it and is there anyway else for me to delete this file.

It's a bug in windows xp...The same thing happend to me the only way I got rid of it was to delete it in the Nero file browser...I hope you have Nero on your system!
