I had a similar problem I were it was set to burn at 8x but it seemed like only 2x at best. I had a full buffer, but still low burn speed. After the next version came out the problem was solved, but I think that a re-install would have fixed it as well.

well i just bought a new cd-rw that came with nero ( 40x write 
) and now it burns normal, so it hadda been that cd-rw drive i had, cuz the nero version is the same with this one
