MS Outlook 2002 not sending

This is a weird one folks. Recently Outlook 2002 has run
into trouble sending mail, but receives okay. It times out when contacting the SMTP server. I tried Outlook Express which works
just fine so I know the ISP is good to go.

I uninstalled Office 2002 and reinstalled it hoping that would solve it but no go. I have opened up my account and double checked everything and it's all good. I was able to send a test email from with the account options window.

I am also using Tiny Personal Firewall and have tested this with the firewall disabled, including the XP firewall - still no go.

I also did MS Office updates just in case - still no go.

I am using Windows XP Pro. If anyone has any suggestions
they would be much appreciated.

Seems Symantec NAV outgoing email scan is the problem. I shut it off and Outlook XP is able to send. When I enable it I can send one message okay but after that I get time outs. Unfortunately Symantec does not have a fix, nor does MS far as I know.
